Internal DID redirect?

I’m having problems with my carrier, if someone was to dial back into our system, from our system, the carrier is charging us intrastate rates. Is it possible to have the system catch our DID during an outbound call, ANI-NPX-5(34)xx strip the first 6 digits and dial the last 4 internally?
