In case anyone wants to know, I found the solution. Someone can let me know if they found a better way.
The goal is to set up an emergency mailbox to do the following: When a message is left, it calls the first person to notify. If acknowledged, no more notification. If it is not, it will notify 2 additional times in 2-3 minute intervals. If still not acknowledged, It will go to a second person.
Since it calls all numbers in the same priority at the same time, I had to add the same number 3 times in different priority’s and the next number as the 4th number i.e.
8005551212, 0
8005551212, 1
8005551212, 2
8005551234, 3
with a priority delay of 2 minutes.
Priority behavior there is a bit misleading. It doesn’t actually “wait” within the same priority, it just fires all numbers assigned to that level at once. That’s why both contacts were getting called. Repeating the same number across increasing priorities with delays is a clever workaround. Not ideal, but it’s probably the closest way to simulate retries before escalation in FreePBX

They were on an NEC SV9100 but the UM8000 voicemail for it was very robust. It had a lot of options i.e. 4 different numbers it could call, each one had it’s own timers and retry options.
I was happy I figured a way to do this but I have not really seen anything else on FreePBX that it can’t do.
