Virtual gateway issues

Hello everyone,
I am working on setting up a communication system to allow my salespeople, some of whom are based abroad, to make calls to French landline and mobile numbers.
The objective is to use fewer telephone lines than salespeople to optimize costs.
We chose FreePBX as a solution, particularly for its queue management functionality.
To reduce costs, I would like to rely on French mobile plans with unlimited calls whose fair use seems in fact relatively generous, rather than on VoIP plans.
However, I am encountering a difficulty with the gateways.
I would prefer to avoid physical gateways, which are costly in investment because the number of lines will only increase… Not to mention the fact of keeping them connected and risking that the Telecoms will be out of order in the event of an internet outage or power outage which can sometimes happen.
My idea is to set up a virtual solution hosted on a VPS server, capable of integrating eSIMs.
I have explored a few avenues, such as using server-based Android instances or IoT platforms like Freeway, but I have doubts about the feasibility, particularly the possibility of fully emulating eSIMs in hosted Android instances.
Does anyone have any feedback or advice on these solutions? Are there other virtual alternatives that could meet this need? Or does anyone know of a provider of unlimited VoIP plans with generous use for massive outgoing calls?

Are you suggesting a SIM farm in a data centre? I’d be surprised if the network operators permitted that, as it would be inefficient compared with using a fibre feed to the data centre. You would need dedicated base stations, cosited with the centre.

I’d also note that the UK has introduced legislation regarding SIM farms, although it seems to be targeted at their use for SMS, and there is a a legitmate use exception. You should check the French situation. You might at least trigger alarm bells, and have to go through red tape to prove the legitimacy of your use.

No, we don’t want to do a SIM farm in a data center. In any case we are not aware of it! It remains on the scale of a small business that wants to grow, nothing else. All we want is a solution so that our sales teams can make outgoing VOIP calls from abroad on these French telephone plans to benefit from unlimited, generous fair use and excellent value for money.
