Using *9* in outgoing routes

Dear community!

I use Freepbx14 in my company. Now, i working on integrating our CRM with FreePBX and i encountered a problem. The CRM system uses the prefix *9*(or *1*) in the number to reach a certain route. When i dialing from my extension number *9*, my phone get error “No suitable dialplan” and hang out. When i set prefix to *99* in the route, i can ringing to abonent.
What could be the reason?

I dialed this prefix from the GXP-1628’s ip phone. It turns out that for each account in this phone had the default dialplan is defined and it shows exactly which combinations can be dialed from the device. I modified this dialplan and now everything works fine. Thanks for advise!
