That’s currently expected in most situations when upgrading the “api” module from a version before 15.0.13 / 16.0.15 / 17.0.3. There’s some more information in the related GitHub Security Advisory GHSA-3r47-p39v-vqqf for CVE-2025-55739. (Blog post forthcoming – including info on v15 EOL change.)

Did they previously have data ? Were you using the API module ?
