the General Manager’s assistant puts the call on hold(by pressing a key for example) and initiates the call to the General Manager to confirm the call, if the manager responds favorably, the assistant redirects the call(perhaps by pressing a key) to the General Manager in order to connect the local caller and the General Manager.

This is an attended transfer in asterisk; you’ll need to look how to implement this on your specific phone type.
