Multiple IVR loop error

I created two IVR, the first is a welcome message, the second is a message that starts when the first IVR goes timeout. I tried to do this:
first IVR

  • welcome IVR, with timeout 15 sec.
  • timeout message: none
  • return to IVR, “t” --> IVR: wait message…

second IVR

  • wait message IVR, with timeout 15 sec.
  • timeout message: none
  • return to IVR, “t” --> set destination --> ring groups

after in inbound routes I choose in set destination: welcome IVR.

My problem is that, the two IVR continue to go infinite loop, when I call my phone number first IVR answer, then after 15 sec. the second IVR answer, then first then second… the call never goes to ring group
