IPTable and Fail2Ban not working (I think)

I am using the FreePBX distro right out of the ‘box’ or more the the point ISO file. I have both IPTable and Fail2Ban running. I have a bunch of IP addresses banned in IPTable. As such I would not expect them to continue to be tripping Fail2Ban. Problem is I keep seeing these IP addresses being blocked by Fail2Ban.

Is this what is expected, or am I doing something very wrong. I expect it is the latter, but for the life of me I do not know what I might be doing wrong.
