Implementing Legal Intercept Message for Outbound Calls

We are in the process of implementing a Legal Intercept system for all outbound calls made through our FreePBX system. We want that when a user of our system makes a call to an external client, a pre-recorded audio file should play informing the client that the call is being recorded. Only after this message has been delivered, the connection with the calling agent should be established.

So far, I understand that we need to upload our audio file to FreePBX and modify the dialplan to play this message once the call has been answered. However, I am not entirely clear about how to correctly configure this in our system.

Could someone please provide a step-by-step guide or point us to some resources that could help us achieve this?
