Failover destination not going to VM

I have a setup IVR and Queues, when a user hit the option 1 it transfer the call to queue, there is a static agent configured ext 901,0 if the agent doesn’t asnwer the call, call is either dropped or goes back to IVR and play small portion of IVR and drop the call, instead of going to failover destination virtual VM ext 6004. Looking for help, new to the VOIP arena, spent a lot of hours trying to figure it out, but no luck. Any help will be greatly appreciated.

Is the failover destination for the queue set to extension > virtual exten or voicemail > virtual (unavailable message)?

I can also send you the logs as well.

It is set up for Virtual VM. See attached image.
