Fail2ban Whitelist not working

I have an IP whitelisted IP address in Intrusion Detection, also listed in ignoreip in jail.local, but the IP still gets banned on bad SIP attempts.

Any ideas?

Did you restart the fail2ban service after adding to the whitelist?
