Disable UCP for all users?

Is there a quick way to disable UCP for all users? Then I can go in and enable it just for those that need it. The bulk handler doesn’t seem to export any options for UCP login.

Each user is a member of a group (or groups).Set UCP to inherit at the user level, and define permissions at the group level. Pick and choose which users have access by changing the group membership.
