Do the the Avaya 9608 phone with sip firmware work on freepbx?
If so, are there any limitations of features on the phone ?

If the phone talks SIP then it should work.
Not sure about any limitation, but I don’t think so.
I mean, you can probably have an issue where the voicemail button is not dialing the correct feature code, but I guess you can change that from the phone itself.
The Avaya 9608 works in a very limited capacity. You can do Hold, Transfer and Conference but that is about all. You can not do BLF or program the function keys.
