Admin Control Panel on non-standard port with SSL

I changed my admin panel ssl and non-ssl ports in port management. No problem accessing admin panel over http, but https on the new port does not get a response, even with the firewall and fail2ban disabled. I restarted httpd for good measure, but no luck. I searched the forum for answers but couldn’t find this particular situation.

Any ideas?
