Android soft phone app works fine on local LAN but get 403 and 408 error on the WAN. Using SIP port 5080.

Does your FreePBX ports open to WAN leg requests ? Check your Router FW and PBX FW settings.
Yes, SIP and RTP ports are forwarded in the router.
Confirm that Zoiper is registering to your WAN IPv4 address (or a domain name that resolves to that).
What, if anything, appears in the Asterisk log when Zoiper attempts to register?
If nothing, run sngrep and report what appears there.
If also nothing, describe network path in detail.
