Is there a way to setup a Welcome message in FreePBX and after a welcome message the caller can press a local number? Any guide for that?

That sounds like either an IVR or VmX Locater, have a look at those two. VmX is an option with extensions and associated with voicemail.

thank you sir, anyway, here is the scenario that I want to achieve, FreePBX will automatic answer the incoming call, and play the voice-over instruction and FreePBX will wait for the key that the caller will send in a few second.
