Voice Mailbox without extension

Hi, is there a way to create a new voicemailbox (with specific voice announcement and specific email address) without create a extension?

i need them to terminate an IVR or a Queue time.

Create an extension normally, but create it as a “CUSTOM” extension.
Set up the voicemail for that extension.
You can now point whatever to the voicemail extension.

You would set up the recordings exactly like any other extension.

That’s what I would do. I believe you can point an inbound route directly to the unavailable announcement.
