Slight update - I went into /etc/asterisk/voicemail.conf and added
externnotify=/usr/sbin/fwconsole voicemail
and all seems to be working, at least for now. Not sure why that wasn’t there.

Fair enough. I’ve never had to manually alter my voicemail.conf file when I use the voicemail notify module. Is that the new normal now?
No, that is always how it has always worked, that’s why it’s called ‘external’ (you being the ‘external’ vector )
That vector is also settable in the GUI voicemail settings
That vm param is written when you install the VM notify (commercial) module.
That was my thinking as well. VM Notify was purchased and installed. I removed it and reinstalled it with no luck. No big deal either way. Hopefully manually adding the line in the voicemail.conf will not be overwritten upon reboot.
