I have ran all the update to upgrade from 2.8 to 2.9 and everything has gone fine. When I upgrade from 2.9 to 2.10 I was given an error

I have since manually download all the packages to update to 2.10 thinking it might fix the issue (knowing it wouldn’t) I thought I would try anyway. I am no trying to upgrade to 2.11 and I am still getting the same error as above. Any help would be great I have check to make sure there is nothing blocking traffic to the mirrors and since 2.8 to 2.9 worked correctly I can only imagine there is something else at fault here inside of the system. Again any help would be AWESOME!!!
