Unable to report bug

I am unable to access the bug tracker at https://issues.freepbx.org/. The error received is:

403 Forbidden

Request forbidden by administrative rules.

We are in the process of migrating code and issue to github, but the process is not complete. Issues can be opened here in the forum.

Is this sufficient ( Unable to replace expired x509 certificate ); or is there some particular topic bugs should be posted?
