Transferring Inbound Calls to an Outside line

We recently upgraded to FREEPBX 2.8.0.4. We also upgraded to asterisk-1.6.2.16. When desiring to transfer an inbound call to an outside number, we can only use *2 and 8 plus number. When dialing ##8number, the call fails with the gsm message. What are we doing wrong or what is the issue here?
