Time condition triggering "False" when it should trigger "True"

Here is the time condition:

Here is the time group:

Here is the server time:

When I trigger this time condition, I am sent to 400. WTF?
As an additiona note, this also seems to fail if I modify it to 09:00-12:00. So it reports false when false, and false when true.
I also created another one in case there was just a bug in the system, and that one is doing the same thing.
Okay, more testing and ALL my time conditions are failing. Do they need to be turned one some place?

Well, that was very frustrating… But I had to set the time zone in the time conditions for some reason, even though it is set in the advance freepbx settings.
