The ability for users to export and import time conditions (which are also date conditions) which have holidays pre programmed in. Ie Closed on certain days for staff workdays, noational holidays etc. Similar to outlook. So I could create a profile with allt he USA holidays in and post it online. Then someone else could post a profile with all the holidays with UK holidays in it etc.

this is very vague in what you are asking for. Call handling, IVR, what? have you reviewed the modules? Take a look at day night mode and time conditions.
If neither do what you need post a feature request in trac.
The day night module has nothing to do with dates.
The Time Condition module handles dates. It probably should be renamed Time/Date Conditions
Time Condition name:Give this Time Condition a brief name to help you identify it.
Time to match:time range|days of week|days of month|months
you can use an * as a wildcard.
ex: 9:00-17:00|mon-fri||
