Sometimes No Audio

I am having a strange issue with my phone system. Most of the phone numbers I dial work without issue… however some of the phone numbers I dial sit for a long time saying “calling…” and then they say “third party ringing”… but there is never any sound… on either end.

Again, I say that this is only for some numbers… example
