Single queue agent breaks the queue and goes to VM

I have a queue that has agents on 3 different servers. Everything works great if you call into the queue, agents ring at the three server unless I have a single queue agent in there 1405. If 1405 is present when a call goes into the queue it goes directly to the VM of 1405 and all of the other phones stop ringing. 1405 is not on DND, as it turns out 1405 is not even live right now. Which is true of multiple other phones in the queue. Any ideas why just 1405 breaks the queue? Thank you!
