we have 2 Card Sangoma W400 GSM 8 Channels (it working good) working freepbx asterisk 11.

if i want upgrade freepbx to sng7 I want to know if it is compatible with Asterisk 13 or 14

its NOT supported on SNG7 with any asterisk version

Can I create a new server and keep the cards on Asterisk 11 and use the cards from another server asterisk 13

You could certainly install it on a separate server and create a SIP trunk between them.
