Does anyone have experience running a phone server over a wireless data network? How would this work for 10-20 lines going at once on 3G (connected to a single router which accesses the Internet over 3G)? Any difference with LTE or 4G?

Totally agree with @AndrewZ. The latency and jitter from the 3G/4G network is going to drive your phone users nutz.
Will totally depend on your connection and how sound it is. Using a commercial grade cell modem/router and with a good strong LTE signal very very doable.
