Ok, I ran into this problem too. Outbound routes, extensions and even my trunks weren’t restoring. I’m not sure why, but the latest version returned for ‘core’ from fwconsole ma listonline is 17.0.18.45. However, I discovered in the repo that there’s a more recent tag out there that addresses this problem. Manually upgrade to 17.0.18.49 and your restore should work.
