Recoding set to Never but *1 still records phone call

I have set one of my extensions to Never record and even verified this in sip_additional.conf, but when I hit *1 on the phone it still records the conversation can anyone help with this matter. If I have it set to On demand it works and also if I have it set to Always it always records. I just need to block the extension from recording. Thanks for any info

Please post some important details: Version of asterisk, and FreePBX. As there have been some changes proposed around this module knowing this information is very important.

Also a call trace showing it happen would be of value. Please capture and post from the start of the initial connection until after the recording has started.

Version of * 1.4
version of FreePBX 2.4.0
And here is the Trace. As you can see it shows Inbound calling disabled, but then you can see it allows me to hit * 1 and go ahead and record anyway. weird.
