Re-Activate freePBX after every restart

Hi There,

New to freePBX my first installation.

I am prompted to re-activate freePBX after every restart, what am I missing or doing wrong,
enp3s0 static IP on my WAN?

Is this a physical or virtualized system ? Is something else changing on the system between boots ? Is there a clock or timer issue ?

It is a physical system. the time was incorrect, I re-applied the NTP settings.
The time is correct now, I will monitor the system.
