Queues and transfer to non-queue extension issue

I’m running on version 14.0.16

Asterisk version: 16.13.0

Queue module version:

We have a queue agent (example: 400) answers a call. They transfer the call to a non-queue agent (example: 401) via a blind transfer. If 401 is already on a call, the call goes directly to voicemail.

DND is not on, call waiting on 401 is enabled. I noticed when I turn off skip busy agent in the queue setup we have no issues. Am I missing something possibly?
