Queue => Follow me to external number

Hello,
i have a queue with several extensions.
One is a virtual extension, that has a follow me to an external number (mobile phone).
If the mobile is not reachable, queue hangs up instead of ringing all other extensions until someone there responds…

How can I make freepbx ignore, that external extension is not reachable?

Is it because it is hitting the mobile users cell phone voicemail?

Or is it because the mobile user is the last agent in the queue and the retry logic is taking over?
