I am running the latest version of the distro and queue agent penalties for static agents are not working for, no matter what ring strategy used.
For instance, in the past I have setup two tiers of extensions, with a ringall ring strategy. When the timeout of 20 seconds is reached it would ring the second group of extensions, and so on. With the latest version of the distro it seems to just ignore the penalty - ringing all static agents.
