Polycom IP650 BEM Line Keys not applying

I have created a template for our IP650 handsets. Within the IP650 tab under ‘Polycom’ I have set up some Line keys with BLF entries. These apply to the phone fine.

I have another template that I have filled in the BEM-1 option with a further 10 keys but these do not apply to any phone. If I look at the generated config files where the entries should be are blank. The template itself looks like it should be applying the entries.

Is there an extra step to have BEM entries applied?
