PNP is disabled but still sends Bad Event

I have a python pnp script that I want to use for my own phones. They send a suscribe to 224.0.1.75 I get a Bad Event from Freepbx even tho the pnp is disabled in the GUI and the sangome-pnpd service is stopped in the CLI I think this is messing up my PNP script and for sure my phones. I even removed the Digium phone module. So how do I keep Freepbx from sending this 489 bad event?
