Phone becomes unavailable when using EPM

I have a cloud hosted FreePBX server with two remote sites with handsets.
I have purchased Endpoint manager and have it configured and working.

  1. All the phones at site1 work perfectly.
  2. Two phones/extensions at site2 are problematic.

The problem phones/extensions at site2 will initially provision and register via endpoint manager correctly.
After a short period the problem phones/extensions become unavailable.
If I remove the problem phones/extensions from endpoint manager I can register them in FreePBX directly using the extension password and they remain available and work correctly.

The problem only exists at site2 and only when these two phones/extensions are via EPM
Other phones/extensions at site2 work perfectly with EPM

The handset models are all the same
I have upgraded all firmware
