Paging not working with 2.3.1

I just installed PBX-in-a-flash and have 2 working Grandstream 2000 phones connected. Both grandstreams are set to auto answer if the SIP header is sent.

I created a paging group, and both extensions are added. When I dial the ext to page, I hear the beep, but the other extension does not receive the page.
