Outgoing call error message without area code

My freepbx system just started giving me the following message when I try and dial a 7 digit phone number. This has never happened before and I have added the proper area code etc. in the dial plan for a 7 digit number. I am running Freepbx 2.11, Asterisk 11.5.1 and the latest firmware. I have upgraded all modules as well.

The message I receive is “The number is not answering” then a series of short beeps.
