Optional Destination on Congestion

Hello,

I have an outbound route to a second SIP-server.
I tried to configure the ‘Optional Destination on Congestion’ in the outbound route of my Freebpx in case something goes wrong on the other server.

This works perfect when testing with a softphone directly registered on the Freepbx.
But when I try this from an external source, I get ‘the number you have dialed is not in service’.

Is it possible to configure this somewhere?
