New Ring Group Feature

User @thepad coded and contributed a new feature for the Ring Groups module. It’s now possible for an admin to set Answered Elsewhere to “always” which will ensure a missed call never shows up on a phone (provided the endpoint supports it). It can be is very useful for cases where you want to chain ring groups together.

Feature is in versions 15.0.11.15 and 16.0.7 which is in the edge repo now. Thanks @thepad and enjoy your new forum badge.

I would have to look at current code but does that means the Ring Groups were using the Q option for answered_elsewhere? Because the c option does this regardless of answered or not.
