Multiple callers are being sent to the same extension occasionally

We are having an issue where multiple different callers are being sent to the same extension. It appears this happens when all of the agents are busy and there are multiple callers waiting in the queue and an agent becomes available. Is there anything I can check as far as settings that can cause something like this? It doesn’t happen that often but it leads to agents receiving a RINGNOANSWER since they can only handle one call at a time
