Module updates failing now as well

I just tried to run module updates and get this error.

Forbidden.
You don’t have permission to access /admin/config.php on this server.

I am logged in as the administrator.

Try

fwconsole chown
fwconsole reload

Thanks PitzKey for the suggestion.
I just found the issue, it was my edge firewall blocking unhardened form data.
