I am a newcomer and have no experience with freePBX.
We have a lot of small customers, with telephone systems from 4 subscribers to 15 subscribers.
Most of them use the 3CX 4SC Pro.
This license is getting more and more expensive and the support is getting worse and worse by 3CX.
That is why we are looking for an alternative.
Is freePBX a possible solution here?

OK, do you migrate some 3CX PBX Systems to freePBX?
Our Customer use Yealink or Fanvil Phones.
And the use VOIP / CTI Client on Windows and Mobile-Phone.
BLF and Ring-Groups is no Problem?

There’s various ways. They offer support contracts if you want long term support overall. But depending on what it is exactly the support may be included or paid.
I assume you mean did you have to hand over any consideration for the licence (whether monetary, or something like the right to be bombarded with advertising). Nearly every bit of software requires a licence, that that is certainly true for the open source parts of FreePBX.
(There is an argument that only the supplier of software needs a licence in the USA, but in many other countries, you need a licence to store it in your computer, and to copy it into working memory.)
