Locking down UCP Dashboard suing templates

I can successfully apply templates to users, however I’m having difficulty making them read only or locking them.

In the template edit mode (the eye icon) when I lock the dashboard (top right, in tab) and click save it unlocks it. Also, my users can still add dashboards, is there a disable add/remove dashboard option or permission somewhere?

Good question — I’ve run into similar quirks when trying to lock UCP dashboard templates in v15. The “lock” option in the template editor does seem a bit inconsistent. One workaround I used was setting strict group permissions in User Management to restrict adding/removing dashboards. Not perfect, but it helps. Would be great if future updates clarified this behavior!
