Limit incoming call

Hi,
We should limit incoming calls by ensuring that the first call that arrives goes to a call group, if a second call arrives it goes busy, we solved this using a dynamic route, which counts simultaneous incoming calls.

The problem is that if the customer makes an outbound call the dynamic route does not count it and if an incoming call arrives it does not return busy, but sends it to the call group.

Basically if a ring group extension is busy, incoming calls must go to the busy message, but the customer must be able to make outbound calls.
