IVR doesn't play for first or only user in a queue

Is this the intended behavior or am I getting unexpected behavior? The phone will keep ringing with pauses to throw the user back on hold first, but the user never gets the IVR message so he can’t use any other options besides typing in the extension if he knows it. It works fine if there’s more than one user in it though. While this is fine if someone will pick up, at night they may want to leave a voice mail to our software group voice mail which would require them either knowing the extension or selecting it out of an IVR menu.

Hmm, of course when I write this and go to get debugging output, it works.
