I have a couple of extensions and queues that are 3 digits or less, it appears everything in the 100-119 range always gets the all circuits are busy message.
is this because of having dial sequence in trunks with 1X? or does anyone know of something that might be causing this?

Check /var/log/asterisk/full, it will tell you how the call is being routed. You can then use that information to fix the routing issue. Additionally, check the below page for info on the way the patterns match, then check out the following page for some basic NANP dialplan stuffs.
