I tried updating through the GUI, but it fails. What are my other options? It is on 13.0.192.8
You’ll want to run updates through the cli, it’s more reliable. fwconsole ma upgradeall and yum update -y

This version is EOL not sure how many updates that version will/can get. The latest version is 16.
Will it be able to update to version16 through CLI updates? If not, how do I go about getting the PBX server loaded with version 16? I have a full backup file ready.
I think there are CLI commands that will allow you to upgrade from 13 to 16 but it would be in multiple steps.
If you have a full backup you should be able to restore it to a fresh install of 16 without issue but I would test it on a non production system to make sure that the restore of your system is clean.
