Inbound call route based on who forwarded?

I have 1 DID and want to set it up as a voicemail number for a couple of cell phones, but I want asterisk to know what cellphone forwarded the call to asterisk.

Currently, under inbound routes, it is being checked by the incoming caller id. Is it possible to route based on what number forwarded the call to the DID?

I want everyone to get their own custom voicemail recording when forwarding their missed calls to the same DID on my asterisk server.

most likely not possible. The forwarded calls can’t be differentiated. The CID is most likely from the original caller and the DIDs are all the same. So you can’t distinguish between them. The solution is one did per cellphone.
