IAX not ringing, but call goes through

Hello All,

I usually create IAX connection internal between location PBX’s but in this case going external.
For some reason, when calling in either direction, users don’t hear a ring, but if they wait for the other side to answer everything works as expected.

I have the below as my config.
On internal IAX, I do get rings.
Also, should I get rid of qualify and token lines?
